Incorporated in 1956, the Town of Los Altos Hills is a premier Silicon Valley residential community located adjacent to the City of Los Altos, 35 miles south of San Francisco, 5 miles south of Stanford University and 17 miles north of downtown San Jose. The advocates of incorporation were dedicated to the "preservation of the rural atmosphere of the foothills and orderly and unhurried growth."​

the challenge

Municipal projects don’t just impact the daily life of residents, they shape the community’s future. From enhanced infrastructure to improved public services, their impact is far-reaching. For leadership, these projects present an opportunity to drive economic growth, strengthen public trust, and demonstrate effective governance. Having real-time visibility into project progress, financial status, and outcomes is crucial. This insight empowers leaders to make proactive, data-informed decisions that keep projects on track, optimize resource allocation, and address challenges before they escalate.
 
But it’s not just leadership that gains, residents also benefit when they’re informed and engaged throughout the process. Transparency fosters confidence in local government, reinforcing the connection between public initiatives and the people they serve. Providing this visibility to leadership, stakeholders, and the community requires an efficient system to deliver accurate, up-to-date information, ensuring projects fulfill their intended impact.
 
Recognizing the need for a modernized approach, the Town of Los Altos sought to streamline how it tracked, managed, and communicated project information to internal leadership and community members. The existing process was highly manual and relied on disconnected tools like spreadsheets, emails, and presentations. Without a centralized system, maintaining a single source of truth that could provide accurate project insight was difficult. Generating reports required significant effort, as the municipality had to gather data from multiple sources and reformat it before presenting it to leadership.
 
Beyond internal management, engaging with residents presented another key challenge. There was no easy way for community members to stay informed about ongoing projects beyond traditional methods. If residents had questions, they had to contact city personnel, who then had to track down updates from the right department. This process created additional work for both citizens and municipal employees and slowed down communication and responsiveness.

the solution

The municipality needed a centralized, technology-enabled solution to streamline internal project tracking and coordination, reduce manual, time-consuming work, and provide residents real-time access to project details. Off-the-shelf project management solutions lacked the flexibility the municipality needed to effectively coordinate, update, and report on numerous key initiatives while providing audience-specific visibility. To address this, the Town of Los Altos partnered with Synegen to develop a custom web application that streamlines project management, centralizes critical information, and ensures stakeholders have the visibility they need.
 
Centralized Project Tracking and Coordination
 
The web application serves as a centralized hub, giving employees a clear and organized way to manage and track progress across various projects and initiatives. Each project is associated with one of four primary categories, such as infrastructure or public safety, allowing users to filter, search, and quickly navigate to relevant projects.
 
When selecting a project, users view all key details in one dedicated space, including status, budget, milestones, key contacts, and recent updates. This eliminates the hassle of searching through scattered documents or spreadsheets to locate critical information.
 
By consolidating all project information into a single, easily navigable system, internal teams move initiatives forward with greater clarity, efficiency, and impact. With visibility into the nearly 100 projects planned for the year, teams can coordinate resources, engage with the community regarding upcoming projects, and proactively address potential conflicts. 
 
For residents, the platform provides greater visibility into town projects, offering easy access to key details and contact information. This reduces the additional time and effort previously required from town employees fielding resident inquiries and tracking down project updates.
Real-time updates on town projects give residents a clear view of how their tax dollars are spent, increasing transparency and trust between the community and town officials.
 
Accurate and Standardized Information Entry
 
Employees input essential project details (departments, progress, financials, milestones, outcomes) in one place, eliminating the need for scattered spreadsheets. With required fields, dropdowns, and single-choice options, employees follow a standardized process that reduces errors and ensures consistency across all project documentation. Additionally, the platform lets users set internal vs. public visibility. Confidential project information remains secure while still providing residents with key updates.
 
Report Shareability
 
When it comes time to report on project status, the platform includes a straightforward, one-click export feature that simplifies reporting, eliminating the time-consuming process of manual information collection and reformatting. Employees generate consistent reports for leadership, committees, or public meetings with ease. As a result, stakeholders receive clear, well-structured reports without delays, ensuring timely project updates and informed decision-making.

The application features a dashboard that provides an overview of all projects, visually displaying their statuses. The visualization allows users to see a comprehensive view of project progress at a glance.

Implementing the custom web application significantly improved internal project management, coordination, and external communication for the Town of Los Altos Hills. The streamlined approach enhances efficiency, improves accuracy, and provides a unified view of all projects, enabling better resource allocation and proactive risk mitigation.
 
By consolidating all project data into a single platform, the time spent gathering, updating, and reporting project details has been reduced drastically. Employees no longer need to search through disconnected systems or reformat data manually. With easy-to-use data entry fields, standardized formats, and an intuitive dashboard, the web application has improved team productivity and made project tracking smoother and faster.
